  2. Cut the jalapeños in half lengthwise and remove the seeds and membranes. For less heat, clean them thoroughly; for more heat, leave a little membrane behind.
  3. In a bowl, mix the cream cheese, cheddar, Parmesan, garlic powder, onion powder, salt, black pepper, and chives if using.
  4. Fill each jalapeño half with the cheese mixture and arrange them on the prepared baking sheet.
  5. In a small bowl, combine the breadcrumbs with the melted butter, then sprinkle the mixture over the filled peppers.
  6. Bake for 18 to 20 minutes, or until the jalapeños are tender and the topping is golden brown.
  7. Let cool for a few minutes before serving so the filling sets slightly and the peppers are easier to handle.
